Marbella Approves New Urban Plan, Expanding Urban Land to 53 Million m²

Marbella is set to take an important step in its urban development on 18 September 2026, when the Town Council gives final approval to the new General Municipal Plan (PGOM).
The plan will replace the city’s outdated 1986 planning framework and make Marbella the first municipality in Andalucía with a PGOM adapted to the regional LISTA legislation.
One of the main changes is the expansion of designated urban land from approximately 40 million to 53 million square metres. The additional land will support new housing, infrastructure, green spaces and public facilities while providing greater legal certainty for future investment.
However, the PGOM establishes Marbella’s overall development strategy rather than determining exactly what can be built on individual plots. Details such as building density, height and permitted uses will be defined by the upcoming Plan de Ordenación Urbana (POU), with final approval expected in 2027–2028.
Key areas including San Pedro Alcántara, Puerto Banús and Marbella town centre will be addressed in greater detail through the POU.
For property owners, developers and investors, the approval represents an important milestone. It provides a clearer framework for Marbella’s long-term growth, while the POU will ultimately determine the development potential of specific sites.
