Marbella Chosen as Pilot City for Spain’s Luxury Shopping Strategy

Marbella has been selected as a flagship “pilot destination” in a new Spanish government initiative aimed at strengthening the country’s luxury retail and shopping tourism sector.

The project, led by the Ministry of Industry and Tourism through its innovation agency Segittur and supported by European Union funding, will use Marbella as a benchmark to develop best practices in digitisation, smart data management, and high-end tourism strategy. The Costa del Sol resort joins Barcelona, Palma de Mallorca, Segovia and Madrid’s Las Rozas in the national study.

The move follows a record-breaking year for Marbella’s retail sector. In 2024, shopping tourism generated more than €310 million locally, contributing to Spain’s broader performance as the world’s third-ranked destination for luxury tourism and third in Europe for tax-free transactions. Nationwide, international visitors spent over €126 billion last year, with nearly €11 billion directed toward retail purchases.

According to the study, Marbella stands out for its concentration of more than 100 international luxury boutiques, as well as its strong base of high-spending visitors from Arab countries and North America. The report also highlights strategic synergies with Málaga’s growing technology hub, which is attracting significant international investment and capital to the region.

Officials describe Marbella’s selection as recognition of its unique position within Spain’s tourism landscape, combining high-end retail, gastronomy, culture, and lifestyle in a setting that continues to draw global attention.

The initiative aims to consolidate Marbella’s status not only as a premier leisure destination, but also as a key testing ground for the future of luxury shopping tourism in Spain.
