Seven Tourist Rental Complexes Approved in Málaga Amid Regulatory Transition

Málaga city council approved seven new tourist rental complexes in December 2025, reflecting continued activity in the holiday accommodation sector as the city prepares stricter regulations.

The approved projects include both new construction and the conversion of existing buildings. One of the most significant is a 27-apartment development on Calle Victoria. Other authorised projects are located on Calle Litoral, Calle Ordóñez near Alameda Principal, Calle Carretería, Alameda de Capuchinos, Calle Rebeca and in the Trinidad district. A property on Paseo de Sanch has also been approved for conversion into a hostel.

Alongside these tourism projects, the council authorised the conversion of 30 commercial premises and offices into residential housing in December, aiming to ease pressure on the local housing market.

Since August, Málaga has been processing modifications to its urban development plan (PGOU), including a proposed three-year moratorium on new tourist rentals and lower-category hotels. However, until the new rules officially take effect, tourist apartment developments can continue to receive planning approval.
